On March 5, 2025, TweeLabs Electronics and IT Private Limited submitted a visionary proposal titled “Emerging Chhattisgarh” to the Government of Chhattisgarh.

Exactly 19 days later, the Directorate of Industries issued an RFP on March 24, 2025—a tender that, in structure, language, and execution model, mirrors the TweeLabs proposal by over 90 percent.

This is not a matter of inspiration. This is direct replication without acknowledgment.

What’s Missing in the RFP?

While the government RFP borrowed extensively from the proposal, it omits one crucial piece: acknowledgment.

There is no mention of TweeLabs, no attribution of the vision presented, and no invitation for collaboration or co-development. This is despite the fact that the original proposal was formally submitted, and its ideas were in circulation before the RFP was released.

  3. Consideration for partnership, advisory inclusion, or co-execution.


Failing Which, TweeLabs Will

  • File an RTI demanding internal notes, drafts, and authorship of the RFP strategy.

  • Publish the full proposal, timeline, and document comparison for public and media review.

  • Escalate the matter to the Chief Minister’s Office and initiate legal counsel for misappropriation of intellectual capital.
